Why this happens
KDP expects one sheet sized from the selected trim: two trim widths plus the calculated spine plus 0.25 inches of bleed across, and trim height plus 0.25 inches tall. A front-only cover, a sheet built for a different trim, or a file resized in an image editor produces different page dimensions and fails the check.
The complete manual fix
Confirm the trim size actually saved in the KDP title setup, then take the final page count from the formatted interior PDF.
Calculate the expected sheet: for a 6 × 9 inch, 300-page white-paper book, that is 12.25 inches plus a 0.676-inch spine, so a 12.926 × 9.250 inch sheet.
Open the exported cover PDF and read its actual page size. The two numbers must match exactly.
If they differ, rebuild the cover document at the correct sheet size. Do not scale the old file: scaling moves the folds, distorts the spine, and shifts text into unsafe areas.
Remove crop marks and any white margin around the artwork so the PDF page equals the sheet itself.
Compare the rebuilt PDF against KDP's newly generated template before uploading again.

Save KDP's written notice, the unchanged exported file, the selected print settings, and the template used for comparison. Those records make a support case reproducible, and they are what the technical spec guarantee asks for.
